Updated Circular on Lifting Equipment from Workplace Safety and Health (WSH) - Ministry of Manpower (MOM) - 26July2023 

New WSH-MOM – e-Services system for management of  “Statutory Equipment”

• Lifting Equipment (LEs) and pressure vessels (PVs) will launch on 11 Aug 2023 (Friday) 10am

What has changed? What to take note on, Here’s the excerpts from the released circular. (LINK TO: MOM CIRCULAR)

1. NEW! REGISTRATION SUMMARY for Statutory Equipment

• Registration Summary (See Annex A below) is unique to each statutory equipment provides identification, current registration status and information on safe operating limits.
• Includes a Quick Response (QR) code to MOM’s webpage (See Annex B) that provides the current registration status of the statutory equipment and more information.
• Registration Summary will replace inspection stickers or “silver stickers” (See Annex C) that are currently being used to identify statutory equipment.
• Registration Summary will remain unchanged so long as there is no change in ownership of the statutory equipment.
• Any change in ownership, Registration Summary must be replaced after the statutory equipment has been re-registered to the new owner by an Authorized Examiner (AE)

2. NEW! DIGITAL SIGNATURES AND  ENCRYPTED CERTIFICATES & REPORTS

• Enhancement on Certificate of Test  and Examination for Lifting Equipments (LEs) - (See Annex D)
• Digitally signed off by AEs
• No Need for wet-ink signatures  or company/personal stamps.
• Hardcopy documents replaced with Electronic, E-Copy of original certificates and reports.
• E-Copy Encrypted  to prevent unauthorized amendments.
• Transition Period – Certificates & reports issued before 11 August 2023 remains valid till its expiration date

3. NEW! WHAT NEEDS TO BE DONE BY THE STATUTORY EQUIPMENT OWNERS!

• Owners required to download the Registration Summary for each of their statutory equipment from the new system and affix the Registration Summary at a visible location on their statutory equipment.
• Owners to ensure Registration Summary printed to be:
  • Affixed as a whole and not cropped to retain only certain sections such as the QR code
  • QR code could be effectively scanned for information
  • Content is Legible
• Update e-mail address in BizFile by 31 Aug 2024, else consequence of not receiving certificates & reports from 1 Sep 2024 onwards
  • All system-generated notifications and letters sent to owners’ email per ACRA Business Filing Portal (BizFile)
